Chief Executive Officers of All National Banks; All State Banking Authorities; Chairman, Board of Governors of the Federal Reserve System; Chairman, Federal Deposit Insurance Corporation; Conference of State Bank Supervisors; Deputy Comptrollers (Districts); Assistant Deputy Comptrollers; District Counsel and Examining Personnel
The Federal Bureau of Investigation has provided the OCC and other federal financial institutions' supervisory agencies with a public list of the names of persons allegedly involved in the World Trade Center and Pentagon attacks and has asked all domestic and foreign banking organizations operating in the United States to check their records for any relationships or transactions with those named persons.
The FBI's September 17, 2001 letter, which includes the list, is attached.
A national bank identifying a relationship with any of the listed persons should treat any transaction involving that relationship, including the opening or maintenance of an account, wire transfer, or other transaction as suspicious and should file a "Suspicious Activity Report" (SAR) in accordance with the OCC's SAR rules (12 CFR 21.11). If a bank has any pertinent information, the FBI has requested that it contact FBI Special Agents Charles Sciarini or Lisa Miller by facsimile at (202) 278-2598, pursuant to the OCC's rules.
Additional information may be found at the FBI's Website (www.FBI.gov). If there are any questions about OCC's SAR requirements, please contact Robert S. Pasley, assistant director, Enforcement and Compliance Division, at (202) 874-4800.
