WASHINGTON — The Office of the Comptroller of the Currency (OCC) today announced the selection of Donna Murphy to be Deputy Comptroller for Compliance Risk.
In this role, Ms. Murphy will oversee development of policy and examination procedures relating to consumer, Bank Secrecy Act and anti-money laundering, and Community Reinvestment Act issues. She will serve as a key advisor to the Committee on Bank Supervision and to the Comptroller of the Currency on compliance and CRA matters. Ms. Murphy will report to Senior Deputy Comptroller for Compliance and Community Affairs Grovetta Gardineer, effective May 1.
“The OCC is fortunate to have someone with Donna’s knowledge, experience, and judgment in this role,” said Senior Deputy Comptroller Gardineer. “In making Compliance and Community Affairs an Executive Committee-level function, Comptroller Curry recognized that compliance risk management deficiencies pose safety and soundness risks and that we need to focus on compliance just as we have always focused on safety and soundness. Donna shares a passion for this mission that will ensure we succeed in this work.”
Ms. Murphy currently serves as the OCC’s Director of the Community and Consumer Law Division where she oversees the legal department that provides legal interpretations and advice to OCC policymakers, managers, and examiners on consumer compliance and fair lending laws.
Prior to joining the OCC in March 2013, Ms. Murphy served in the Civil Rights Division of the U.S. Department of Justice for more than 20 years. From 2003 to 2013, she served as a Deputy Chief in the Housing and Civil Enforcement Section of the division, and was responsible for supervising the division’s fair lending enforcement program. Her other roles in the Civil Rights Division included Principal Deputy Chief of Housing and Civil Enforcement Section, Deputy Chief and Special Counsel for Police Matters in the division’s Special Litigation Section, and Deputy Chief and trial attorney in the Voting Section of the Civil Rights Division.
Ms. Murphy received her law degree from Yale Law School and is a summa cum laude graduate of the American University in Washington, D.C.
