Public Notice and Comments: Update of Comptroller’s Licensing Manual

Summary

On May 8, 2017, the Office of the Comptroller of the Currency (OCC) issued a new version of the "Public Notice and Comments" booklet of the Comptroller's Licensing Manual. Since that issuance, the OCC has updated its policy regarding review of public comments on licensing filings. The "Public Notice and Comments" booklet has been updated and is being reissued as version 1.1 to reflect the new policy.

This booklet applies to all national banks, federal savings associations, and federal branches and agencies.

Highlights

Version 1.1 of the "Public Notice and Comments" booklet

  • states that the OCC will consider all public comments it receives before the end of the public comment period. The OCC will not accept comments after the close of the comment period but may extend the comment period in accordance with 12 CFR 5.10(b)(2). Previously, the OCC considered public comments received after the close of the comment period if doing so would not inappropriately delay action on a filing.
  • updates the reasons for which an extension of the public comment period may be granted to reflect language in 12 CFR 5.10(b)(2).
