Bob Phelps Selected to be Deputy Comptroller for Supervision Risk Management

WASHINGTON—The Office of the Comptroller of the Currency (OCC) today announced Bob Phelps will be its next Deputy Comptroller for Supervision Risk Management, effective October 30, 2017.

In this role, Mr. Phelps will serve as chair of the OCC’s National Risk Committee, which is charged with identifying primary and emerging areas of risk to the federal banking system and ensuring that the risks are communicated throughout the agency and the industry. He will oversee a team that identifies, monitors, develops, and presents reports on existing and emerging risks and serves as a centralized risk analysis unit within the OCC.

“Bob brings strong supervision and policy background to the position and will be a great addition to our leadership team,” said Grace Dailey, Senior Deputy Comptroller for Bank Supervision Policy and Chief National Bank Examiner.

In his present role as Director for Critical Infrastructure Policy, Mr. Phelps manages a team responsible for establishing OCC policy for regulated entities related to all areas of critical infrastructure, including cybersecurity. During his OCC career, he has served as an Assistant Deputy Comptroller for Midsize Bank Supervision overseeing six midsize banks and as Examiner-in-Charge (EIC) of a midsize bank. He has worked extensively in midsize and large banks. He started his career with the OCC in 1993 and earned his commission as a National Bank Examiner in 1998.

Mr. Phelps is a retired Navy Commander with 29 years of service, primarily as an intelligence officer, and currently supports the U.S. Naval Academy. He is a graduate of the Naval War College in Newport, R.I., and the University of Northern Iowa with a bachelor’s degree in economics.

Mr. Phelps will succeed Darrin Benhart who is moving on to a role in Large Bank Supervision in Charlotte, N.C.
